New documents have revealed that GCstrategies, the Ottawa company which received millions of dollars in federal commissions on IT projects, subcontracted its work on the ArriveCan app to six other companies, including multinationals such as BDO and KPMG.
As reported by the Globe and Mail, the documents also show that GCstrategies billed Ottawa CAD $1,000 to $1,500 per day, per worker. MPs studying the issue told the Globe that the new information raises questions as to why the government turned to a two-person company that charges significant commissions rather than dealing with the larger companies directly or performing the work in-house.
In OCT 2022, it was first revealed that federal spending on the app was on track to exceed $54-million this fiscal year.
