Skift blames outdated baggage handling systems that use manual rather than electronic tracking, a lack of available baggage workers, and a lack of data communication between stakeholders, including the airport, airlines and third-party vendors.
Flight disruptions add pressure to the already fragile system and lead to further baggage losses, it adds.
