The Association of Canadian Travel Agencies (ACTA) says that Canada has the responsibility to try to convince countries to accept mixed vaccine travellers, as many Canadians have found themselves turned away or mandated to quarantine due to their mixed-vaccination status. Several countries, including the U.S., only recognize people with two identical doses of an approved vaccine as being fully vaccinated. In addition, Oxford-AstraZeneca is not on the list of approved vaccines in many destinations. The Public Health Agency of Canada has presented data on the effectiveness of mixed doses to the U.S. and other “top-priority destinations.” Richard Vanderlubbe, director of ACTA and president of tripcentral.ca. said: "I think there's a big obligation to do that.” At least 3.88 million fully vaccinated Canadians have had two different kinds of shots, and this number does not include statistics from Quebec where data on mixed vaccines is not available.
