France Ups Terror Warning to Highest Level; Canada Urges Caution For Much of Europe

The French government has raised is terror alert warning to its highest level in the wake of the Moscow shooting.

Prime Minister Gabriel Attal said in a post on X/Twitter that the decision, which comes months before Paris hosts the Olympic Games, was taken "in light of the Islamic State's claiming responsibility for the (Moscow) attack and the threats weighing on our country,” Reuters reports.

France's terror alert system has three levels, and the highest level is activated in the wake of an attack in France or abroad or when a threat of one is considered to be imminent. Reuters said the highest terror alert warning “allows for exceptional security measures such as stepped-up patrols by armed forces in public places like train stations, airports and religious sites.”

The Canadian government’s travel advisory system was updated on 25MAR and now has level two “exercise a high degree of caution” warnings out for many European countries, including France, the UK, Germany, Sweden, Belgium, The Netherlands, Turkiye, Denmark and Spain.

The Canadian government site is warning against all travel to Russia in the wake of the Moscow concert hall attack, which killed 137 people. The Islamic State has said it carried out the Moscow attack.
