On 27SEP, the US Centers for Disease Control and Prevention (CDC) moved Norway to its highest-risk “Level 4” category warning for travel, just as the Scandinavian country relaxed most of its COVID-19 restrictions over the previous weekend. According to CDC criteria, destinations in the "COVID-19 Very High" Level 4 category have more than 500 cases per 100,000 residents in the past 28 days. Bulgaria also joined Norway in Level 4 on 27SEP. Both countries were previously listed at "Level 3: COVID-19 High." Norway’s neighbours, Sweden and Denmark, are still listed in the Level 3 category.
